    Hill Associates Corporation is seeking a Senior Enterprise Data Architect and Analyst to join its team supporting the Office of the Chief Information Officer (OCIO) in a large Washington, D.C. Cabinet-level Federal agency. The position will focus on developing, enhancing, and maintaining a capability used to track this agency's IT expenditures along the lines of a standardized taxonomy defined specifically for integrating the financial and operational aspects of IT. Defined as Technology Business Management (TBM), this capability provides insights to senior-level decision-makers into the cost and consumption of IT and is used for the preparation, review, and reconciliation of IT budget-related information.

    What You Will Get to Do:

    This position will report directly to the Hill Associates Project Manager and have direct contact with this Agency's staff. As a key member of the agency's support team, you will:

    • Interact with agency personnel to gather and analyze data reflecting IT financial information (budgets, acquisitions, obligations, and expenses) and IT consumption (e.g., IT assets and usage)
    • Engage with agency stakeholders to collect and analyze TBM information using an agency enterprise-level software capability and develop deep working knowledge of that capability
    • Assist agency personnel in the concepts and application of TBM using the enterprise capability
    • Assist in the design, production, and review of TBM reports to be published on a regular (e.g., monthly) basis
    • Conduct ad-hoc analyses as required
    • Assist in the development and assessment of functional requirements for collecting, storing, analyzing, and reporting TBM-related information
    • Advise on the acquisition and integration of new data sources into the agency's analytical capabilities
    • Where necessary, develop Extract, Transform and Load (ETL) capabilities to enable the ingest of new data sources into the enterprise capability
    • Ensure that Office of Management and Budget (OMB) and other Government requirements related to reporting of TBM-related information are met 

     

    This position requires U.S. Citizenship. The candidate must have the ability to obtain and maintain a public trust suitability clearance. 

    Remote-based work is currently supported for qualified candidates.

     

    You Will Bring These Qualifications:

    • Bachelor's Degree in IT or related field of study
    • Seven years IT-related experience 
    • Demonstrated strength in conducting analysis of large data sets and preparing clear summaries
    • Familiarity with TBM or other financial management taxonomy frameworks and related analytical software      
    • Experience in developing and analyzing requirements 
    • Experience in system architecture design, development, and maintenance 
    • Proficiency in Microsoft Excel using pivot tables, logic formulas, and functions such as VLOOKUP, data validation, named ranges, conditional formatting
    • Solid written and oral communication skills
    • Ability to build and sustain collaborative relationships with internal and external stakeholders

    Desired Experience:

    • Advanced (e.g., Masters) degree in IT, data sciences, or related curriculum 
    • Education or experience in finance or accounting
    • Familiarity with IT services and concepts
    • Software development experience (e.g., Java, Python)
    • Issue tracking and resolution (e.g., via Jira)
    • Experience using relational databases and conducting queries using SQL
    • Experience using Business Intelligence tools such as Tableau 
    • Experience implementing TBM (federal client preferred) and mapping financial data to the TBM taxonomy
    • TBM certification or other relevant professional certification(s)
    • Experience with Apptio Software as a Service platform
    • Familiarity with Federal Government requirements related to IT governance
    • Familiarity with TBM or other financial management taxonomy frameworks and related analytical software
