Agree and also depends on your business model. In a centralized shared platform service model you would want the business to supply the analyst from both security and cost perspective. In a dedicated platform model it's possible that the analyst resources are bundled in.

Please read my interpretation of the service below and comment if you agree or disagree with it, and why.
Reading the description of the Data Analytics & Visualizations service scope in the data service category, as part of the platform services service type I do understand producing business insights/intelligence to be used by any business unit should be considered out of scope for the service. The services within the Data service category are centered around the IT resources that enable the data platforms (Warehouses, ETL work, and their user interfaces) used by business units to exploit the data for their business specific purposes. As a consequence of this interpretation, the salary of a data analyst using the Data BI platform to produce/maintain a dashboard for a Business unit will not be considered as platform services cost.
